Corporations and a few wealthy individuals are buying hedges against bad weather as a sort of insurance policy to compensate for loss of crops due to droughts and floods. If they can covertly control the weather, they can make a fortune by being able to either cause a catastrophe or avert one, depending on which side of the bet they are invested. There is much more to the story, but this will give you an idea of the scope and seriousness of this inquiry.
